The Department of Commerce announced an affirmative preliminary ruling of dumping of imports of corrosion-resistant steel from China, India, Italy and Korea and no dumping of imports from Taiwan. The preliminary dumping margins for Chinese producers/exporters were 256%, thus eliminating any imports from China. Dumping margins for India (6.5% – 7%), Italy (0% – 3.11%) and Korea (3%-3.5%) were negligible and a disappointment for the domestic steel industry. There has been a significant slowdown in imported HDG tons in recent months. How much of this was due to the trade case vs. an overall slowdown in demand is yet to be seen. Regardless, the uncertainty and potential penalties of the HDG trade case may have opened a window for further decreases in HDG imports in the first half of 2016 due to lead times of 4-6 months to import these value added products from Asia, Europe and South America.
